eCEBS documentation

How Rwanda's electronic Community Event-Based Surveillance system is configured, operated, and monitored.

eCEBS — known nationally as IMPURUZA — is Rwanda's electronic Community Event-Based Surveillance system. It is the early-warning layer that turns a message from a Community Health Worker into a verified public-health signal inside DHIS2, and puts that signal in front of the people who can act on it.

This documentation covers the configurator portal: the interface where signal flows are defined, signal codes are curated, and delivery is monitored. It is written for the people who configure and run the system, not for the community members who send messages into it.

What the system does

A signal arrives as an SMS from a registered reporter. eCEBS decides which flow is responsible for that message, checks that the sender is recognised, reads the message against a defined grammar, writes the result into DHIS2 as an event, replies to the reporter, and alerts whoever needs to know. Every one of those stages is configurable, and every one of them is logged.

Nothing here is hard-coded

Which messages a flow answers, how they are parsed, what gets written to DHIS2, and who is alerted are all decided in the portal. Adding a new kind of signal does not require a code change.

Where to start

Who builds it

eCEBS is developed by HISP Rwanda with the Rwanda Biomedical Centre and the Ministry of Health, and feeds Rwanda's DHIS2 ecosystem and Health Intelligence Center workflows.
